The practice was originally developed in the United States, but most recent research on it has been conducted in Germany (by UV lamps) and in Russia (in all variants). Low-level laser therapy has been tested for a wide range of conditions.

    The University Radiation Safety Office (RSO) is responsible for overseeing the use of the irradiators. It performs an audit of each irradiator on a quarterly basis to insure compliance. Copies of the audit results are forwarded to the Authorized User along with any corrective action requirements. Gateway America has installed a pool type irradiator for food phytosanitation at the Gulfport international airport. This is the third to be installed in the United States. Large pool-type gamma irradiators are used in applications such as the ''cold'' sterilization of medical and pharmaceutical supplies, and recent changes in federal regulations make it possible they will be used extensively in the preservation of foodstuffs.

According to 10 CFR [Title 10 – Energy; Chapter I -- Nuclear Regulatory Commission; Part 36 -- Licenses and Radiation Safety Requirements for Irradiators; Subpart A -- General Provisions] the term pool irradiator means “any irradiator at which the sources are stored or used in a pool of water including panoramic wet-source-storage irradiators and underwater irradiators.”.

(A pool-type irradiator consists of equipment that delivers controlled doses of radiation to a target, and the sealed source in the equipment is contained in a storage pool usually containing water.).

The new paragraph 26(d) of Part III of Schedule I of the Exclusion List Regulations indicates that such a Class II nuclear facility continues to be subject to an EA.
